Program Rule Changes Version 9.0
National GreenPower Program Rules (version 9.0) was adopted by the National GreenPower Steering Group (NGPSG) following consultation in October/November 2013 on several proposed amendments to the Program Rules version 8.1. These proposed amendments were shown as tracked changes here.
After considering the submissions raised, all proposed amendments were accepted and incorporated into the new version of the Program Rules. The following main changes were made:
- Section 3.7 – change to dates to compliance reflect the upcoming Settlement Period.
- Section 4.5 – clarification of marketing materials, and new obligations for GreenPower third party advocates.
- Appendix F – this new appendix outlines how annual accreditation fees for GreenPower Providers will be determined. This follows on from the NGPSG’s determination after considering submissions during the Full Funding Consultation in early 2013.

Full Funding Consultation
The National GreenPower Steering Group (NGPSG) sought comment on the Full Industry Funding Consultation Paper.
A consultation was held from December 2012 through to January 2013.
The consultation sought comments on a range of funding models and options which aim to achieve full cost recovery of the Program's costs from industry.
Program Rules Version 8.1
Program Rules Version 8.1 was adopted in January 2013 following consultation on a proposed amendment to Section 3.7 of the GreenPower Program Rules Version 8.
The amendment was proposed following a request from the Clean Energy Regulator (CER) that GreenPower Designated Accounts on the REC Registry no longer contain open offers for such extended periods as it exposes the CER to risk and liability. The proposed amendment aimed to allow the GreenPower Program to maintain its high level of compliance, as well as meet the CER’s request to manage risk and liability.

Marketing Guidelines Versions 2012
The National GreenPower Steering Group (NGPSG) sought comment on the draft of the GreenPower Marketing Guidelines in 2012.
A consultation was held from July 2012 through to September 2012.
Changes reflected the introduction of the Carbon Price and Marketing Messaging surrounding that.
GreenPower providers were asked to pay particular attention to section 2.2:
- subsection 6 referred to compliance with the Australian Consumer Law
- subsection 7 referred to the Carbon Price including timing, and what may or may not be stated at the introduction of the carbon price.
The GreenPower Marketing Guidelines were updated in 2012, following on from the 2010 version.

The GreenPower Marketing Guidelines were updated in 2009 and 2010, following on from the 2008/2009 version.
The update was required to include changes in line with the fact that the Kyoto Protocol had been signed and would be ratified by Australia and it was the intention of the federal government to include emission savings achieved through the GreenPower scheme in the overall accounting for Australia’s emission reductions. As a consequence of this section 2.2 subsection 7.2 was added.
The new revisions also included minimum requirement for 10% GreenPower before businesses would be eligible to use the GreenPower logo as well as a change from the TM logo to the Registered logo.

Program Rules Version 8
The Program Rules Version 8 was implemented in 2012.
Changes included:
1. The exclusion of GreenPower Rights from the Program.
2. 3.6 Balancing GreenPower Supply and Demand - this section included clarification on the rules around shortfalls and excesses of LGCs;
3. 3.7.1 GreenPower designated Account additional requirement to provide access to offers of voluntary surrender in the REC- Registry; and
4. 3.11 Treatment of System Losses - which are no longer considered under the GreenPower Program
5. 5.7 Generator Report - with the requirement for generator reports now limited to special cases only

Program Rules Version 7 2011
The National GreenPower Program Rules Draft Version 7 was released for discussion.
Following public consultation, the substantive changes included in Version 7 of the Program Rules are:
- The Special Waiver provision under Section 2.2.4 has been more explicitly defined with particular regard to the criteria that must be satisfied for approval to be granted.
- GreenPower Generators must be accredited by the Office of the Renewable Energy Regulator (ORER) under the Large-scale Renewable Energy Target (LRET) and thus be able to create Large-scale Generation Certificates (LGCs). Refer Sections 5.1 and Section 5.2.2.
- Small-scale Technology Certificates (STCs) created under the Small-scale Renewable Energy Scheme (SRES) will not be eligible for GreenPower accreditation. Refer Section 5.5.

The following amendments have been made and are included in Version 6 of the Program Rules:

The date of accreditation for a generator will be the date the application is received by the Program Manager, provided all accreditation criteria were met by the generator at that time. This has been changed from: "The date of accreditation for a generator will be the date on which the application is approved by the Program Manager".
