GreenPower Program Rules Version 11.3 – What's changed and why
GreenPower Program Rules Version 11.3 are now published
GreenPower has published Version 11.3 of the National GreenPower Accreditation Program Rules. This update removes a planned restriction on GreenPower sales in the Australian Capital Territory (ACT) and makes a minor administrative change to how generator fees are communicated.
ACT customers can continue purchasing consumption-based GreenPower
GreenPower Rules 11.3 removes a restriction introduced in Version 11.2 that would have prevented retailers from selling consumption-based GreenPower to ACT customers from 1 July 2026. As a result, ACT customers can continue buying GreenPower through their electricity retailer.
Why GreenPower reversed the ACT restriction
After careful consideration and following industry consultation, GreenPower has reversed the restriction on ACT sales for two reasons:
- It created practical implementation problems for Providers due to electricity distribution boundaries in the ACT.
- It didn’t align with GreenPower's core principle of not limiting voluntary demand for renewable electricity.
Consultation on the ACT rule change: all submissions supported the reversal
GreenPower consulted with stakeholders from 16 to 27 March 2026 before finalising this change. Three submissions were received, all supporting removing the restriction.
Stakeholders noted the original restriction would have created customer confusion. For example, ACT customers would have been able to buy block-based GreenPower but not consumption-based products, with no clear rationale for the difference.
Generator fees are no longer listed in the Program Rules
Version 11.3 removes specific generator fees from the Program Rules document and refers to the current fees published on our Criteria to become a GreenPower Accredited Generator page. This is an administrative change only and does not affect generator participation in the program.
Who is affected by GreenPower Rules 11.3
ACT electricity customers: There is no change to how you purchase GreenPower. Consumption-based GreenPower products remain available through your retailer. GreenPower Providers (electricity retailers): The ACT restriction will not proceed.
